  • Overview

    Fulcrum is seeking a Test & Evaluation Planner to support our customer.

    Responsibilities

    • Provide Test & Evaluation (T&E) Engineering to provide T&E support through all acquisition and life-cycle phases.
    • Provide program and technical services with must have ability to understand and communicate effectively with technical Subject Matter Experts (SMEs)
    • Develop and/or review of technical and programmatic T&E plans and documentation (e.g. T&E planning and strategies, T&E Master Plans, Test Plans, Test Procedures, Test Reports, Trouble Reports, Requirements Traceability Verification Matrixes, Technical Review Action Plans, Summary Reports, Statements of Work, test resource allocations and tracking, and other acquisition documents)
    • Draft, review, and staff T&E briefings, point papers, charters, Statements of Work, work force plans, and general correspondence
    • Perform test execution services in live testing (e.g. test execution lead, test data collection, target coordination, independent Gov. witness)
    • Maintain and track T&E related actions
    • Facilitate and participate in T&E meetings (e.g. T&E Working-level Integrated Product Teams, T&E working groups, T&E readiness reviews, data analysis reviews, scenario working groups) and provide detailed summary records
    • Maintain T&E program records/library including T&E strategies, Points of Contact, detailed T&E schedules, work force plans, data and test asset deliveries, T&E risks/concerns, T&E health charts
    • Provide program specific T&E status reporting
    • Staff and draft responses to variety of requests for T&E information and data
    • Support and /or review of T&E policies and practices
    • Other duties may be assigned, as necessary.

    Qualifications

    Minimum Qualifications:

    • Minimum 4 years' experience in a relevant T&E role (technical or programmatic).
    • Demonstrated ability to work both in a team and independently.
    • Demonstrated ability to multi-task and meet deadlines.
    • Capability to operate in a highly dynamic environment to a wide variety of programmatic and technical challenges to provide high quality services and products in minimum time with little supervision.
    • Excellent verbal and written communication skills.
    • Demonstrated ability to effectively operate modern office and IT equipment, and proficient with MS Office suite
    • Strong organizational skills with an attention to detail.
    • Energetic with an open mind, eagerness to learn, strong work ethic, dependable, flexible, capable of holding a mature conversation and listening, thoughtful, product/output/service oriented.
    • Demonstrated forward thinking/proactive problem solving skill and proactively capture tasking from clients. Ability to work independently with little direction and guidance
    • Network design and engineering
    • Creation of network related Rough Order Magnitude (ROM) equipment lists and costing
    • Ability to estimate labor needed to complete planning, engineering, procurement, and installation of complex Enterprise Transport solutions
    • Understanding of DISA and IC standards and processes
    • Excellent writing and communication skills, including the ability to develop analytical documents and present oral presentations
    • Interpersonal skills, to help negotiate priorities.
    • Proficient is MS Office suite – Visio, Word, Excel, PowerPoint, and Project

    Education:

    • Must have a Bachelors degree

    Clearance Requirements:            

    • Must have active Top Secret clearance
