  • Overview

    Fulcrum is seeking an ISR Communications Planner to support our customer. 

    Responsibilities

    • Responsibilities include conducting analysis of the current tools used by the NetOps Centers to manage and configure the equipment providing communications networks for ISR to the deployed Warfighters.
    • Develop documentation in support of an integrated SATCOM software tool architecture and implementation plan.
    • Recommend an approach, architecture and accompanying road map to correct the following deficiencies
    • Ability to conduct technical analysis, develop risk assessments, assess impact/likelihood and recommend Courses of Action (COAs)
    • Solid communication skills, with an ability to participate in senior level forums for SATCOM planning activities
    • Must have strong understanding and practical experience with technologies like Multiprotocol Label Switching, Virtual Private LAN Service (VPLS), MLA Virtual Private Network (VPNs) and Traffic Engineering Duties involve among others, management of local and wide area network, projects, and installation of new devices, system and on-going maintenance of infrastructure.
    • Shall troubleshoot and identify sources of problems and resolve issues
    • Shall have in-depth knowledge of complex LAN/WAN
    • communications, network hardware’s such as Cisco routers, Ethernet switches,
    • bridges, gateways and firewalls.
    • Manage projects and attend regular meetings to discuss the best way to move projects forward
    • Elicit requirements using interviews, document analysis, surveys, site visits, scenarios, business analysis and test/workflow analysis.
    • Write requirement specs according to standard templates.
    • Represent requirements using alternative views, such as analysis models (diagrams)..
    • Knowledge of product management concepts and how Enterprise network products are positioned and implemented.
    • Follows all Customer network security processes and procedures, ensures compliance with all Government policies.
    • Other duties may be assigned, as necessary.

     

     

    Qualifications

    Minimum Qualifications:

    • Must have strong understanding and practical experience with technologies like Multiprotocol Label Switching, Virtual Private LAN Service (VPLS), MLA Virtual Private Network (VPNs) and Traffic Engineering.
    • Must have knowledge of product management concepts and how Enterprise network products are positioned and implemented.
    • Demonstrate in-depth knowledge of complex LAN/WAN, communications, network hardware such as Cisco routers, Ethernet switches, bridges, gateways and firewalls.
    •  Understanding of fundamental SATCOM principles and techniques
    • Experience with DoD SATCOM system engineering and operations
    • Experience in back hauling ISR data and/or planning IP network circuits.
    • Ability to work independently with little direction and guidance
    • Understanding of DISA and IC standards and processes
    • Excellent writing and communication skills, including the ability to develop analytical documents and present oral presentations

    Desired Qualifications:

    • Experience in a joint communications unit, joint communications support element, or SOCOM is desired
    • Understanding comms architecture in Europe a plus.
    • Experience in Airborne ISR is desired

    Education:

    • Must have Ten (10) years’ experience. Must have a Bachelors degree (degree in engineering preferred). In lieu of degree 15 years of related experience required.       

    Clearance Requirements:      

    • Must have active TS/SCI clearance

    TESA Requirements:

    For the Germany based position candidate must meet Technical Expert Status Accreditation (TESA) requirements IAW the German Supplementary Agreement to NATO SOFA. Will be required to submit a TESA application packet.
