  • Overview

    Fulcrum is seeking a Targeting / Imagery Analyst to support the United States Forces Korea (USFK), Assistant Chief of Staff, J2 (ACofS, J2) JIOC-K.  Provide timely intelligence to Commander, USFK and Combined Forces Command, the combined battle staff, and war fighter component commanders.

     

    The JIOC-K's efforts focus on detecting enemy threats, managing intelligence, Intelligence, Surveillance, and Reconnaissance (ISR) activities, analyzing enemy actions and information to determine enemy's probable courses of action.

     

    The overall analytic effort strengthens Defense Intelligence and provides relevant, timely, objective, and cogent all source Defense Intelligence to the Commander and other users, and transforming theater intelligence activities to better leverage the capabilities of the theater and global intelligence communities and safeguard United States personnel and interests within the Korea Theater of Operations (KTO).

    Responsibilities

    Tasks that the contractor shall perform include but are not limited to the following:

     

    • Develops target nominations, creates database records, and databases target intelligence products.
    • Research Target System Analysis to produce the following products IAW CJCSI 3370: Physical Description, Target Significance, Expectation, Collateral Damage Concerns, and Functional Characterization Sources.
    • Coordinate with Target Vetting with other Combatant Commands and External Intelligence Agencies.
    • Develop Intermediate Target Development and Target Vetting Trackers.
    • Assist components with submission of Target Development Nominations (TDN) for future vetting nominations.
    • Conduct basic, intermediate and advanced target development.
    • Study command's priorities to make recommendations for Target Development.
    • Produce white papers and briefings to assist J2 leadership on on-going Intermediate Target Development processes.
    • Manage, update and coordinate the commands target lists in the Joint Targeting Toolbox (JTT) and MIDB to include: Target Folders, Candidate Target List (CTL), No Strike List (NSL), Joint Target List (JTL) and data management procedures.
    • Support Planning efforts with operations and planners.
    • Serve as SME for Target Automation, such as JTT, NPW and MIDB; updating databases, products, shared directories and data formats on multiple networks.
    • Manage access to automation tools and coordinate with system engineers to ensure optimal uptime of commands targeting systems.
    • Conduct all-source analysis across target intelligence disciplines, with primary focus on air, naval, ground, missile, long range artillery (LRA), command and control, special operations forces (SOF) and weapons of mass destruction (WMD).
    • Examine links, nodes, vulnerabilities, interdependencies and critical elements on enemy target systems. De-conflict target intelligence assessments.
    • Attend and serve as the SME in conferences, meetings, exercises and working groups.
    • Identify intelligence information disparities and collection requirements to fill the gaps in intelligence.
    • Assist in the development and the dissemination of Target Management SOP.
    • Exploit and analyze multi-sensor imagery in conjunction with all source intelligence information.
    • Prepares damage assessments report detailing structural damage and weapons effects.
    • Constructs queries and retrieves historical files to conduct comparative analysis.
    • Uses softcopy imagery systems (CGS) to exploit, perform mensuration, annotate, and disseminate imagery products.
    • Perform precise mensuration of multi-sensor imagery.
    • Compile imagery derived data into detailed target assessments.

     

    Qualifications

    Minimum Qualifications:

    • All US contractors shall at a minimum have a Defense Language Proficiency Test (DLPT) test score 3/3 or equivalent in Korea and English. The contractors shall have at least 3 years' experience of translation experience and an excellent command of the English and Korean language with the ability to provide clear and concise oral and written communication.
    • Understands essentials of all speech, even technical; grasps opinion and inference; reads a variety of prose on unfamiliar subjects that may include opinions and hypothesis; participates effectively in most formal and informal discourse on practical, social, and professional topics within a shared context.”

    Desired Qualifications:

    • Korea experience

    Education:

    • Mid-Level:  Bachelor or master's degrees with 4-6 years of experience, or, specialized training & 4-8 years-experience, or, equivalent academic experience.   
    • Senior Level:  Bachelor or master's degrees with 8+ years of experience, or, specialized training & 10+ years of experience, or, equivalent academic experience. Credentialed subject matter expert or recognized specialist in relevant field. 

    Clearance Requirements:           

    • Must have active TS/SCI clearance.  CI Polygraph eligible.
