  • Overview

    Fulcrum is seeking a Special Security Officer / Information Security (INFOSEC) to support the United States Forces Korea (USFK), Assistant Chief of Staff, J2 (ACofS, J2) JIOC-K.

     

    Special Security technicians shall have expertise in three distinct functional areas, such as Personnel Security (PERSEC), Physical Security (PHYSEC), and Information Security (INFOSEC).

     

    The JIOC-K's efforts focus on detecting enemy threats, managing intelligence, Intelligence, Surveillance, and Reconnaissance (ISR) activities, analyzing enemy actions and information to determine enemy's probable courses of action.

     

    The overall analytic effort strengthens Defense Intelligence and provides relevant, timely, objective, and cogent all source Defense Intelligence to the Commander and other users, and transforming theater intelligence activities to better leverage the capabilities of the theater and global intelligence communities and safeguard United States personnel and interests within the Korea Theater of Operations (KTO).

    Responsibilities

    Tasks that the contractor shall perform include but are not limited to the following:

     

    • Assist in developing,  drafting, documenting, and recommending training, policies and procedures to implement information security programs.
    • Assist initial and annual training of original classification authorities (OCAs) and training records.
    • Maintain records of biennial training for all derivative classifiers in the Command.
    • Assist establishing and maintaining a self-inspection program, including periodic reviews and assessments of the Command's classified information and controlled unclassified information (CUI) products.
    • Train all original classification authorities and derivative classifiers on their duties and responsibilities to exercise the authority.
    •  Train collateral-cleared personnel on the protection of classified information and CUI from unauthorized disclosure.
    • Assist developing annual training plans for Security Managers and Command-level security training events.
    • Assist in identifying knowledge gaps to effectively protect national security information.
    • Assist in training the Special Security Representative (SSR) and Security Managers and develop solution to improve these programs.
    • Assist with the Security Incident Program to include assisting the Preliminary Inquiry Officers (PIOs) for inquiries or investigations.
    • Assist with conduct analysis on security trends to prevent future violations.
    • Provide Information Security technical expertise to the USFK Command Staff during exercises or training events.
    • Assist with SCI and collateral courier training and issue courier cards.
    • Assist in reviewing, updating and processing the USFK Security Classification Guide (SCG).
    • Assist with systematic declassification reviews to declassify records/documents.
    • Assist with the Defense Courier Service (DCS) program for transporting classified documents within the Command.
    • Assist reviewing classified documents, to verify properly classifications marks.
    • Assist with random security checks at USFK facility entrances and work areas.
    • Advise and assist the staff with security related issues.

    Qualifications

    Minimum Qualifications:

    • Strong ability to expeditiously resolve potential security problem, questions, or situations. Experience supporting military operations.
    • Able to surge support during two exercises per year.

    Desired Qualifications:

    • Korea and/or INDOPACOM experience
    • Experience in handling classified and collateral information in overseas and joint-ROK security environment.
    • Familiar with the Status of Forces Agreement (SOFA) for Korea
    • Experience working in a Coalition environment.
    • Experience working SSO issues for NRO, DIA, and/or INSCOM.

    Education:

    • Mid-Level:  Bachelor or master's degrees with 4-6 years of experience, or, specialized training & 4-8 years-experience, or, equivalent academic experience.

    Clearance Requirements:           

    • Must have active TS/SCI clearance.  CI Polygraph eligible.

    Individual contractors serving in hostile areas are authorized by the Contracting Officer, subject to the Theater Commander's policy on the matter to carry Government-issued side arms/weapons and in accordance with USFK contingency conditions clause
