  • Overview

    We are seeking a DISCLOSURE REPRESENTATIVE to support the United States Forces Korea (USFK), Assistant Chief of Staff, J2 (ACofS, J2) JIOC-K. Provide timely intelligence to Commander, USFK and Combined Forces Command, the combined battle staff, and war fighter component commanders.


    The JIOC-K's efforts focus on detecting enemy threats, managing intelligence, Intelligence, Surveillance, and Reconnaissance (ISR) activities, analyzing enemy actions and information to determine enemy's probable courses of action.


    The overall analytic effort strengthens Defense Intelligence and provides relevant, timely, objective, and cogent all source Defense Intelligence to the Commander and other users, and transforming theater intelligence activities to better leverage the capabilities of the theater and global intelligence communities and safeguard United States personnel and interests within the Korea Theater of Operations (KTO).


    This position offers the following negotiable allowances: relocation package, incentive pay for a two year commitment, annual DODDS school tuition, housing allowance, and relocation allowance pending JIOC-K move from Yongsan to Pyongtaek.


    Tasks that the contractor shall perform include but are not limited to the following:

    • Process foreign disclosure requests.
    • Serve as the SME for foreign disclosure policy and procedures.
    • Assist in the development, drafting and recommending input into and/or for foreign disclosure training, policies, regulations and procedures.
    • Assist with investigations of foreign disclosure violations, weakness, and vulnerabilities
    • Assist command and component foreign disclosure officers and representatives with management and coordination of command and component foreign disclosure representatives.
    • Assist and train intelligence operations and analysis analysts write products and assessments on 'a collect to release' and 'a write to release' foundation.
    • Assist in processing all RFIs for disclosure of information to partners.
    • review various products for release and process RFIs from foreign governments and international organizations.
    • Maintain database of all decisions concerning disclosure, release or denial of intelligence to foreign nationals.
    • Ensure proper classification of exploitation products, databases, requirements, collections, Information, and Intelligence Reports (IIR).
    • Prepare a weekly and monthly report for the government on the status on foreign disclosure requests and other activities.
    • Assist the government with execution of Foreign Disclosure Officer related assignments.


    Minimum Qualifications:

    • Experience supporting military operations.
    • Able to surge support during two exercises per year.
    • Familiar with ITAR responsibilities, the FDO processes and rules.

    Desired Qualifications:

    • Familiar with the Status of Forces Agreement (SOFA) for Korea
    • Requires daily coordination with Korean nationals and the ability to enable information sharing within confounds of the law.   Must be able to prevent inadvertent disclosures of sensitive information or the sharing of information and technology prohibited by US Laws.
    • Familiar with DSP-5 ITAR License
    • Prefered language skills: a Defense Language Proficiency Test (DLPT) test score 3/3 or equivalent in Korea and English. Prefer at least 3 years' experience of translation experience and an excellent command of the English and Korean language with the ability to provide clear and concise oral and written 
    • Prefer Korean language skills to understand essentials of all speech, even technical; grasps opinion and inference; reads a variety of prose on unfamiliar subjects that may include opinions and hypothesis; participates effectively in most formal and informal discourse on practical, social, and professional topics within a shared context.


    • Mid-level: Minimum of a Bachelor or master's degrees with 4-6 years of experience, or, specialized training & 4-8 years-experience, or, equivalent academic experience.

    Clearance Requirements:

    • Must have active TS/SCI clearance. CI Polygraph eligible.

    Individual contractors serving in hostile areas are authorized by the Contracting Officer, subject to the Theater Commander's policy on the matter to carry Government-issued side arms/weapons and in accordance with USFK contingency conditions clause
