  • Overview

    The Chief Engineer shall provide technical expertise and direction to support testing of innovative material solutions and technologies, integrated with the non-material strategies and techniques that support them. The Chief Engineer will provide expert advice in support of various innovation and experimentation efforts. The Chief Engineer will also provide expertise and leadership to ensure that the innovative technologies proposed address warfighter mission needs.



    • Support USINDOPACOM in overall Innovation and Experimentation program coordination and integration with other DoD organizations and relevant Government agencies.
    • Support to Government operational and program managers will require the contractor to write reports and information papers, design and evaluate various doctrine, military unit training programs, and analyze operational data.
    • Develop related CONOPS, roadmaps, TTPs, operational architectures, strategic, implementation, and action plans.
    • Provide technical expertise to support the USINDOPACOM SCO-P.
    • Provide technical expertise to study, analyze, and report on the warfighters’ requirements and capability gaps, and how these are addressed by proposed material and/or non-material solutions.
    • Provide innovative solution documentation including plans and reports, and documenting corresponding contractual, resource, technical, diplomatic, logistical, and transportation needs to rapidly deploy these solutions.
    • Develop and recommend innovative approaches to address capability gaps with C4ISR initiatives.
    • Support the Government with planning support and documentation including test plans, test setup and execution, integrated assessment plans, and test results.
    • Provide scientific and technical expert analysis for USINDOPACOM IO programs, conducting research, analysis, planning, coordination, and providing quantitative reports for decision papers to determine future activities, approvals, and resourcing.
    • Identifying currently owned hardware/software assets, discussing projected growth rates and reviewing current change control procedures.
    • Provide technical professional services to assist Government initiatives to create flexible and resilient C4ISR architectures, protect critical cyber infrastructure, and evaluate cyber defensive capabilities.
    • Other duties may be assigned, as necessary.


    Minimum Qualifications:


    • Five years or more of relevant experience in a supervisory or management role related to DoD Strategic Planning, Operational and Functional Testing, or Security Testing.


    Preferred Qualifications:


    • Doctorate of Philosophy (PhD) or Masters in engineering or other scientific discipline.
    • Fifteen (15) years or more of relevant experience working as a Senior Level Engineer or Scientist
    • Five (5) years or more of relevant experience in a supervisory or management role related to test and evaluation in mechanical, electro-mechanical, or electrical/electronic systems in a DoD environment.


    Must have a Bachelor’s degree in engineering or other scientific discipline.


    Clearance Requirements:
    Must have active TS/SCI clearance
